Bill Establishes Benefits for Ride-Hailing Drivers

“Platform-based independent workers” seek basic rights such as a minimum wage; global study will analyze changes in labor relations

President Lula (PT) signed a bill this week (March 4) that establishes a package of rights for ride-hailing app drivers. The proposal covers compensation, social security, transparency, safety, and health, but does not establish an employment relationship with digital platforms. The bill was sent to the National Congress on an urgent basis. The Chamber of Deputies and the Federal Senate will each have 45 days to review the bill. If approved by lawmakers, drivers will receive a minimum hourly wage and, together with the digital platforms, will contribute to the National Social Security Institute (INSS). As a result, drivers will be covered by Social Security and will be entitled to the institute’s benefits.
